Title Insurance Regulatory Survey Downloads

Do you need to know details on state laws relating to the licensing and operating requirements of title insurers, title agents, abstracters, and escrow and closing agents? The Title Insurance Regulatory Survey (TIRS) is the most comprehensive collection of regulatory information and practices of the title industry available. Developed by industry regulatory counsel, each state survey has been reviewed by in-state editors to ensure that the surveys reflect the proper legal and operational environment in all jurisdictions.

Surveys are organized into seven sections: Introduction, Title Insurers, Title Agents, Abstracters, Escrow/Closing Personnel, Market Practices, and Real Estate Practices. Listed below are just a few topics included in each survey:

  • Monoline Statutes
  • Annual Reports and Audit Requirements for Title Insurers
  • Rate Regulation
  • Title Agent Licensing and Testing
  • Capital and Surplus Requirements for Title Agents
  • Title Plant Requirements
  • Special Requirements and Exemptions for Attorneys
  • Unauthorized Practice of Law Issues
  • Bonding and Insurance Requirements for Escrow and Closing Personnel
  • Who Can Close/Who Actually Does Close
  • Controlled Business Issues

The survey can be purchased as a complete set featuring all 50 states and the District of Columbia, by regional volume that contains the regulatory details of one of six regions of the country, or by the single state in which the purchasing company is located.

Also available for purchase is the Title Insurance Regulatory Survey Summary Chart for all 51 jurisdictions.
