2014 Election Cycle Preview

Presenters: Representatives from the Democratic Senatorial Campaign Committee (DSCC) and the
Republican Senatorial Campaign Committee (NRSC)

The DSCC and NRSC are the respective senatorial campaign committees of each political party. Presenters will give ALTA members an overview of specific Senate elections upcoming in November 2014. National polling data and trends will be discussed and presented to ALTA members. Representatives from the DSCC and NRSC encourage ALTA members to participate in an interactive question and answer session.

Protecting the American Dream Award Presentation to Senator Mark

Warner (D-VA) and Congressman Michael Fitzpatrick (R-PA)

This award recognizes friends of the title insurance industry who demonstrate leadership on issues of importance to ALTA.

Senator Mark Warner (D-VA) (invited) is a leader on housing issues on the Senate Banking Committee. His work spearheading efforts to find a bipartisan solution with Senator Bob Corker (R-TN) to Government Sponsored Enterprises (GSE) Reform has been at the forefront of issues discussed in the Senate Banking Committee over the last year. Senator Warner included language in his version of GSE reform ensuring title insurance is a pillar of the real estate settlement process. ALTA commends Senator Warner for his efforts and work on GSE reform.

Congressman Michael Fitzpatrick (R-PA) (invited) is a Member of the House Financial Services Committee, specifically the Financial Institutions and Consumer Credit Subcommittee, which has jurisdiction over the Consumer Financial Protection Bureau (CFPB). Routinely, Congressman Fitzpatrick has worked with ALTA during Financial Services Committee hearings to facilitate a thoughtful dialogue with the CFPB. In addition, Congressman Fitzpatrick is a leader in the House of Representatives on GSE reform, and has spoken on behalf of the title insurance industry during legislative markups of Financial Services Chairman Hensarling's version of GSE reform, which is known as the PATH Act.

What Does Dodd-Frank Reform Mean to You?

This panel will discuss the particular reforms Congress could consider in the coming months to the Dodd-Frank Act. House Financial Services Committee members and Senate Banking Committee members have displayed a willingness to offer reforms to any unintended consequences mandated under the Dodd-Frank Act. Panelists will describe public policy concerns following the adoption of the Dodd-Frank Act in 2010. The panel will seek to identify bipartisan legislative solutions impacting the title insurance industry that could pass both the House and Senate.

Improving the Closing Process

Moderator: Diane Evans, Senior Vice President at Land Title Guarantee Co. & ALTA President-Elect
Presenters: Consumer Financial Protection Bureau Staff

CFPB staff will share feedback that closing professionals and consumers provided during the public comment period on ways to improve the mortgage closing process. The CFPB plans to use the submitted stories and information to research and test solutions that address some of the biggest pain points associated with closing on a mortgage, both for consumers and professionals. CFPB staff will discuss with ALTA members the comments received, possible next steps to improve the closing process and how ALTA members can help improve the consumer experience at closing.

Housing Finance System: Inevitable Change and the Impact on Title Professionals

Presenters: Federal Housing Finance Agency (FHFA) Staff

Congress continues an almost endless debate on what to do with Fannie Mae and Freddie Mac. Even if Congress doesn't act in 2014 on GSE reform, changes to the housing finance system will happen. Hear senior officials from the Federal Housing Finance Agency (FHFA) discuss what changes could affect ALTA members, including the Uniform Closing Dataset, which is a joint effort by the FHFA and CFPB to improve information about fees and charges at closing. Learn more about what changes are in store for ALTA members to help ensure that lenders, investors and policymakers have the most accurate information possible as we all work to improve the nation's housing finance system.

Capitol Hill Lobby Day Prep Briefing
