ALTA Supports House Passage of Housing for the 21st Century Act

Washington, D.C., February 10, 2026 — The American Land Title Association (ALTA), the national trade association of the land title insurance industry, issued the following statement regarding House passage of the Housing for the 21st Century Act:

ALTA applauds the U.S. House of Representatives for passing the bipartisan Housing for the 21st Century Act, legislation aimed at modernizing federal housing policy and expanding access to safe, sustainable homeownership. ALTA appreciates lawmakers’ continued engagement with the title and real estate industries to ensure stakeholders' real-world perspectives are included as Congress advances solutions to address housing affordability.

“The Housing for the 21st Century Act is a meaningful step forward in tackling the affordability crisis by supporting housing supply, modernizing federal programs and reducing unnecessary barriers that slow development,” said ALTA CEO Chris Morton. “As policymakers work to expand homeownership opportunities, the title insurance industry will continue to play a critical role in protecting consumers and helping ensure buyers and lenders can move through the closing process with confidence.”

The title industry is essential to protecting homebuyers and lenders, helping ensure property rights are secure and real estate transactions are reliable. ALTA thanks House Financial Services Committee Chairman French Hill (R-Ark.), Ranking Member Maxine Waters (D-Calif.), Housing and Insurance Subcommittee Chairman Mike Flood (R-Neb.) and Ranking Member Emanuel Cleaver (D-Mo.) for their leadership in advancing bipartisan housing legislation.

ALTA is encouraged by the strong bipartisan support for the Housing for the 21st Century Act and will continue to advocate for policies that address housing affordability, strengthen consumer protections and support the title industry's role in protecting property rights and creating certainty in the real estate market.
