ALTA Publishes New Endorsement for Access to Land Under Development
November 3, 2026
ALTA has published a new endorsement designed to address access and entry coverage for commercial properties where planned access improvements have not yet been completed.
The ALTA 17.3 Endorsement (Access and Entry – Land Under Development) was published and became effective Nov. 3, following a public comment period that closed July 31.
The ALTA Forms Committee reviewed comments submitted during the public comment period and made additional revisions to clarify the endorsement’s intent in the final published version.
Addressing Access During Development
The new endorsement is intended for commercial property development projects where access improvements are planned but have not yet been constructed.
In these situations, borrowers and developers may seek coverage insuring legal access from planned access points to public streets, as described in development plans. The ALTA 17.3 Endorsement establishes a standardized format for addressing these requests, providing greater consistency and clarity for the industry.
The endorsement is available through ALTA’s Policy Forms webpage, under the “Endorsements Forms (ALTA Policy Forms Collection – All Active / Not Decertified)” section.
