White House Issues Housing Executive Order Highlighting Expansion of Title Waiver Pilot; ALTA Stresses Consumer Protections

October 22, 2026

The order includes several directives aimed at lowering housing costs such as authorizing the FHFA director to expand the title waiver pilot into an ongoing program, broaden refinance eligibility, remove geographic limits and add title-assessment providers. ALTA warns cost-reduction initiatives must preserve protections for homeowners and their property rights and not shift risk to consumers and taxpayers.
