ALTA Updates Three TIRS State Compliance Guides

September 22, 2025

ALTA’s TIRS State Compliance Guides contain state-by-state regulatory and local practice material for entities establishing real estate title and closing operations. This resource is available for all 50 states and the District of Columbia. Updates were recently made to the guides for Arizona, Vermont and Virgina.

Arizona: Updated foreign investment on real property, NTRAPS, uniform unlawful restrictions in land records and the section “Interest on Deposited Funds Regulations” as well as the attachment. Editor of the Arizona TIRS is Tyler Newlon of Pioneer Title Agency Inc.
Vermont: Updated status, codes, title insurance requirements and aggrieved persons under rate regulations. Several attachments were updated. Editor of the Vermont TIRS is Elizabeth A. Smith Esq. vice president and state manager of CATIC.
Virginia: Updated agent licensing details, foreclosure law changes for second trusts, revised SCC and VSB forms/links and addition of new Bureau of Insurance AI bulletin. Editor of the Virginia TIRS is Stephen C. Gregory, underwriting counsel for WFG National Title Insurance Co.
