Funding - House Bill 2677:
Adds "teller’s checks" and funds received from "federally chartered instrumentalities of the United States" to good funds definition - Signed by Governor on 3/22/00.

Electronic Transactions
House Bill 2879:

Enacts the Uniform Electronic Transactions Act and combines within in the provisions of the Kansas Electronic Signatures Act - Passed House and Senate - to Governor for signature.

Mechanics’ Liens
House Bill 2594:

Extends filing period for mechanics’ liens on non-residential properties to 180 days - House Judiciary - no hearing - see House Bill 2809 below.

House Bill 2809:

Provision to extend filing period for mechanics’ liens (see House Bill 2594 above) amended into bill on House floor - Passed House and sent to Senate Transportation and Tourism and Senate Judiciary Committees. KLTA testified in opposition to extension of filing period. Passed out of Senate Transportation and Tourism Committee with no recommendation as to mechanics’ lien provision and sent to Judiciary Committee.

House Bill 2905:

Adds a provision that notice of a mechanics’ lien must be given to the "holder of a recorded equitable interest" in real estate and that no foreclosure of the lien may occur unless such holder was personally served with notice of the lien - in Conference Committee.

Judgment Liens
Senate Bill 425:

Deletes 1999 amendment which allows a foreign judgment to be enforced in Kansas even if the statute of limitations has run in Kansas, as long as the judgment could still be enforced in state of origin - in Conference Committee.

House Substitute for Senate Bill 504:

(original bill was House Bill 2697)

New Chapter 61 law. Originally would have treated Chapter 61 lawsuits and judgments the same as Chapter 60. KLTA successful in retaining existing law - Passed Senate and in House - In Conference Committee.

Child Support Liens
Senate Bill 530:

Establishes Kansas payment center for support payments - Passed Senate - In House Judiciary

House Bill 2621:

Requires notification to treasurer when mortgage paid off - Passed House. In Senate Assessment and Taxation Committee
