Federal Reserve Seeks Comments On Proposed Changes to Regulation Z (Truth-In-Lending)

The Federal Reserve Board today published proposed amendments to the provisions of its Regulation Z (Truth in Lending) that implement the Home Ownership and Equity Protection Act (HOEPA) of 1994. The Board voted to request comment on the proposed amendments at its meeting on December 13, 2000.

HOEPA was enacted in response to evidence of abusive lending practices in the home-equity market. The Act imposed additional disclosure requirements and substantive limitations on home-equity loans bearing rates or fees above a certain percentage or amount.

Comment is requested by March 9, 2001.
